{"id":7893,"date":"2022-01-26T21:54:29","date_gmt":"2022-01-27T03:54:29","guid":{"rendered":"http:\/\/empowermissouri.org\/?p=7893"},"modified":"2022-01-26T21:54:30","modified_gmt":"2022-01-27T03:54:30","slug":"addressing-food-deserts","status":"publish","type":"post","link":"https:\/\/empowermissouri.org\/es\/addressing-food-deserts\/","title":{"rendered":"Addressing Food Deserts &#038; Expanding Food Access Across Missouri"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Earlier this week, the Missouri Senate Economic Development Committee heard <\/span><a href=\"https:\/\/www.senate.mo.gov\/22info\/bts_web\/Bill.aspx?SessionType=R&amp;BillID=71259728\"><span style=\"font-weight: 400;\">Senate Bill 790 <\/span><\/a><span style=\"font-weight: 400;\">which would provide state tax credits to grocery stores that open in food deserts across our state. According to USDA, a food desert is <\/span><span style=\"font-weight: 400;\">a low-income tract where a substantial number or substantial share of residents does not have easy access to a supermarket or large grocery store. <\/span><span style=\"font-weight: 400;\">There are about <\/span><a href=\"https:\/\/www.ers.usda.gov\/data-products\/food-access-research-atlas\/go-to-the-atlas.aspx\"><span style=\"font-weight: 400;\">100 food deserts throughout the state of Missouri<\/span><\/a><span style=\"font-weight: 400;\">, in both rural and urban areas. The topic of food deserts has been researched and discussed by many policy, nutrition and political experts and there are many differing opinions on how to address them. Tax credits to grocery stores is just one of those possibilities. In Missouri, there has been a long history of using tax credits to encourage job growth,\u00a0 support the economy and invest in communities, thus why creating a tax credit for grocery stores in a food desert is a viable option for our state. Providing <\/span><span style=\"font-weight: 400;\">a tax credit to a grocery store in a food desert will not only provide more access for healthy food for Missourians but it can also help to stimulate the economy, increase the tax base, support farmers and open a gathering place for a community.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Besides<\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1-_3QA0dDbe8N727Z6Jk4nKcPYCaG0bqm\/edit?usp=sharing&amp;ouid=100851091599762215699&amp;rtpof=true&amp;sd=true\"><span style=\"font-weight: 400;\"> submitting testimony in support of SB 790<\/span><\/a><span style=\"font-weight: 400;\">, Empower Missouri advocates for other ways that have been shown to increase food access and decrease food deserts. They include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A private-public initiative like what was done in Kansas through the creation of the <\/span><a href=\"https:\/\/kansashealthyfood.org\/\"><span style=\"font-weight: 400;\">Kansas Healthy Food Initiative<\/span><\/a><span style=\"font-weight: 400;\">. As their website states, \u201c<\/span><span style=\"font-weight: 400;\">KHFI provides technical assistance for those seeking to strengthen access to healthy foods, as well as financing through a mix of loans and grants to develop new or renovate healthy food retail in underserved communities throughout Kansas\u201d.\u00a0 <\/span>It was started by the <a style=\"font-size: revert; font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\" href=\"https:\/\/kansashealth.org\/\"><span>Kansas Health Foundation<\/span><\/a><span style=\"font-weight: 400;\">, and is a partnership between a mix of public and private partners including: K-State Research and Extension, NetWork Kansas, and IFF (a community development financial institution), with strategic guidance provided by The Food Trust.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">An increase in state money for school and child care facilities to allow them to purchase and accrue locally grown fresh food like what Michigan has done through their <\/span><a href=\"https:\/\/www.tencentsmichigan.org\/#:~:text=10%20Cents%20A%20Meal%20for%20Michigan%27s%20Kids%20%26%20Farms%20is%20a,fruits%2C%20vegetables%2C%20and%20legumes\"><span style=\"font-weight: 400;\">10 Cents a Meal for Michigan\u2019s Kids and Farms Program.<\/span><\/a><span style=\"font-weight: 400;\">\u00a0 Michigan <\/span><span style=\"font-weight: 400;\">provides schools and early childhood education centers with a match incentive of up to 10 cents per meal to purchase and serve Michigan-grown fruits, vegetables, and legumes to improve the nutrition of Michigan children as well as invest in Michigan agriculture.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">And finally, Empower Missouri supports an increase in the minimum wage to $15 an hour and supports the work of <\/span><a href=\"https:\/\/fightfor15.org\/showme15\/\"><span style=\"font-weight: 400;\">Missouri Fight for $15.<\/span><\/a><span style=\"font-weight: 400;\"> Paying people a living wage allows them to be able to purchase healthier ( which is often times more expensive) food in which to feed their families.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Empower Missouri will continue to monitor Senate Bill 790 as well as talk to and advocate for other ways to increase healthy food access in our state.
