A subsequent survey was\ntaken by the participants. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The racial makeup of those surveyed were\nas follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>20 African Americans<\/li><li>35 European Americans<\/li><li>2 individuals who did not\ndisclose their race<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The genders of those surveyed were as\nfollows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>25 males<\/li><li>31 females<\/li><li>1 gender-non-binary<\/li><\/ul>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"http:\/\/empowermissouri.org\/wordpress\/..\/uploads\/2019\/06\/Race-Gender-All-Participants-2.png\" alt=\"\" class=\"wp-image-1946\" width=\"760\" height=\"582\"\/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Those surveyed resided in the following\nwards:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>23 resided in the First\nWard<\/li><li>5 resided in the Second\nWard<\/li><li>2 resided in the Third Ward<\/li><li>5 resided in the Fourth\nWard<\/li><li>19 resided in the Fifth\nWard<\/li><\/ul>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"http:\/\/empowermissouri.org\/wordpress\/..\/uploads\/2019\/06\/Racial-Make-up-by-Ward-1.png\" alt=\"\" class=\"wp-image-1950\" width=\"760\" height=\"480\" srcset=\"https:\/\/empowermissouri.org\/app\/uploads\/2019\/06\/Racial-Make-up-by-Ward-1.png 695w, https:\/\/empowermissouri.org\/app\/uploads\/2019\/06\/Racial-Make-up-by-Ward-1-300x189.png 300w\" sizes=\"(max-width: 760px) 100vw, 760px\" \/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The survey responses indicate that an\nindividual\u2019s interaction with the Jefferson City Police Dept., and their view\nof that interaction, is largely shaped by the color of their skin and the Ward\nin which they reside, which are directly correlated. The overwhelming majority\nof African American participants reside in the Fifth Ward, while the\noverwhelming majority of European American participants reside in the First\nWard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 19 individuals who resided in the\nFifth Ward, 17 of them believed they were treated unfairly by the police during\ntheir most recent interaction. 16 of these 17 were African American.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 23 individuals from the First\nWard, only one believed they had been treated unfairly by the police during\ntheir interaction. Nine had not had a recent enough interaction with the police\nto recall whether they were treated fairly or not.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"http:\/\/empowermissouri.org\/wordpress\/..\/uploads\/2019\/06\/Treated-Fairly.png\" alt=\"\" class=\"wp-image-1954\" width=\"760\" height=\"462\"\/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 18 African Americans who offered\nsuggestions for the police regarding their approach to interacting with the\npublic, 12 believed that relationships with the public could be improved if\npolice officers were to \u201cstop assuming\u201d that community members were engaged in\nillegal behavior without clear evidence, and \u201ctreat [African Americans]\nfairly\u201d. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 20 African Americans surveyed, 15\nhad interacted with the police in the last two years, and 11 had that\ninteraction because they were stopped or pulled over by the police. None had\ncalled the police to report a crime or for help or assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 35 European Americans surveyed, 23\nhad interacted with the police in the last two years, and two had that\ninteraction because they were stopped or pulled over by the police. One was\narrested for participating in a protest. 15 had called the police, or had a\nneighbor call the police, to report a crime or for help or assistance.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/empowermissouri.org\/wordpress\/..\/uploads\/2019\/06\/reason-for-interaction.png\" alt=\"\" class=\"wp-image-1955\" width=\"760\" height=\"403\"\/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Responses also showed a significant\ndisparity in the way those surveyed viewed the police presence in their\nrespective communities. While over half of Fifth ward residents believe their\ncommunities are \u201cOver-Policed\u201d, almost all First ward residents believe their\ncommunities are \u201cAdequately Policed\u201d or \u201cUnder-Policed\u201d. No First ward\nresidents surveyed believe that their community is Over-Policed, and no Fifth\nward residents believe that their community is Under-Policed.
