In July of 2025, when Congress passed H.R. 1, the \u201cOne Big Beautiful Bill Act,\u201d the debate was largely framed around taxes, spending, government efficiency, and work requirements. But behind those political talking points are real Missouri families\u2014and Missouri children.<\/p>\n\n\n\n

As the aspects of H.R. 1 are being implemented, it is creating a chain reaction that reaches far beyond the adults who are directly affected by the new eligibility rules. <\/p>\n\n\n\n

Children are losing access to food assistance.<\/p>\n\n\n\n

Families are navigating more complicated eligibility rules. <\/p>\n\n\n\n

And Missouri is being forced to take on more of the cost of programs designed to keep children healthy and fed.<\/p>\n\n\n\n

The bottom line is simple: when parents lose access to food or health care, Missouri children feel the consequences.<\/strong><\/p>\n\n\n\n

Missouri Children are Already Losing SNAP<\/h4>\n\n\n\n

SNAP is one of the most important tools Missouri has to combat childhood hunger. In July 2025, SNAP helped more than 270,000 Missouri children<\/strong> put food on the table. But Missouri\u2019s safety net is shrinking.<\/p>\n\n\n\n

Missouri had 44,000 fewer people receiving SNAP in July 2026 than before H.R. 1 was enacted<\/a><\/strong>, a 7 percent decline, and over 18,000 fewer Missouri children<\/strong> were receiving SNAP. Those numbers are not abstract. Every number represents a child whose family has less money available to feed themselves.<\/p>\n\n\n\n

The Ripple Effect Reaches Missouri Schools<\/strong><\/h4>\n\n\n\n

For many Missouri children, school breakfast and lunch are an essential part of their nutritional safety net. SNAP participation is directly connected to school meals, because children receiving SNAP can be automatically certified for free school meals. When children lose SNAP, that automatic certification can disappear. That means a child who is still eligible for free school meals may suddenly have to navigate additional paperwork to prove eligibility. And some families may not complete that paperwork.<\/p>\n\n\n\n

This also threatens one of the most promising tools schools have: the Community Eligibility Provision, or CEP. CEP allows qualifying schools to provide breakfast and lunch at no charge to every student, rather than identifying individual children who qualify. But CEP relies in part on the number of students who are directly certified for free meals. As SNAP participation falls, schools can see their direct-certification numbers fall as well, potentially putting CEP participation and reimbursement at risk<\/a>. That creates a troubling cycle:<\/p>\n\n\n\n

Less SNAP \u2192 fewer children automatically certified for school meals \u2192 less federal reimbursement for some schools \u2192 greater pressure on school nutrition programs \u2192 more children at risk of going hungry.<\/strong><\/p>\n\n\n\n

That is not greater efficiency. It is shifting the administrative and financial burden from one system to another\u2014and ultimately onto families.<\/p>\n\n\n\n

Additional Requirements Put Pressure on Missouri’s SNAP System<\/strong><\/h4>\n\n\n\n

According to a presione soltar<\/a> from the Missouri Department of Social Services, on October 1, 2026, the Department will begin requiring families to provide documentation for expenses and resources that previously could, in many circumstances, be verified through a household\u2019s statement. While accurate eligibility decisions and program integrity are important, adding new layers of paperwork without ensuring that Missouri has the staffing, technology, and administrative capacity to process that paperwork will cause eligible families to lose food assistance as grocery prices continue to rise.\u00a0<\/p>\n\n\n\n

Of course there is a legitimate argument for improving program accuracy and preventing fraud, but accuracy should not become a euphemism for making it harder for eligible families to receive assistance.<\/strong><\/a> Because when the system becomes more complicated, children are often the ones who pay the price.<\/p>\n\n\n\n

The Timing Could Not Be Worse<\/strong><\/h4>\n\n\n\n

Missouri families are already dealing with high grocery prices and the rising costs of housing, utilities, child care, and health care. SNAP benefits are modest. Missouri\u2019s Department of Social Services reported an average SNAP benefit of about $197 per person per month in July 2026.<\/a><\/strong><\/p>\n\n\n\n

For a family trying to feed children, that assistance matters. <\/strong>Taking food assistance away or making it harder to access doesn\u2019t eliminate the need for food. It simply moves the responsibility somewhere else\u2014to parents, grandparents, schools, churches, food banks, and local communities. And those organizations are already stretched.<\/p>\n\n\n\n

Missouri Can Choose a Better Path<\/strong><\/h4>\n\n\n\n

H.R. 1 is federal law, but Missouri still has choices about how it implements the law. It can make the process as simple as possible for eligible families. It can invest in technology that reduces paperwork rather than creating new barriers. It can communicate clearly with families. It can work with schools to protect children\u2019s access to meals.<\/p>\n\n\n\n

And Missouri policymakers can tell Congress what is happening on the ground when federal policies make it harder for eligible children to get the food and health care they need.<\/p>\n\n\n\n

Most importantly, we should stop talking about these programs as though they are merely benefits for adults.<\/p>\n\n\n\n

Missouri should be doing everything it can to make sure that the implementation of H.R. 1 does not turn a federal policy change into a childhood hunger crisis in our state.<\/strong><\/p>\n\n\n\n

Federal Advocacy Opportunities<\/strong><\/h4>\n\n\n\n
