While my time licensed was short and I had very few children move through my home, I was (and still am) passionate about easing the social conditions that fuel foster care. <\/p>\n\n\n\n<p>I remember learning how most children brought into foster care are placed there because of neglect. In fact, according to the Annie E. Casey Foundation, in 2020 <a href=\"https:\/\/datacenter.aecf.org\/data\/bar\/9906-children-who-are-confirmed-by-child-protective-services-as-victims-of-maltreatment-by-maltreatment-type?loc=1&amp;loct=1#1\/any\/false\/574\/3885,3886,3887,3888,3889,3890\/19241\" target=\"_blank\" rel=\"noreferrer noopener\">76% of children (nationally) placed<\/a> into foster care are there as a result of neglect. Missouri\u2019s numbers were slightly different, though neglect still accounted for <a href=\"https:\/\/datacenter.aecf.org\/data\/bar\/9906-children-who-are-confirmed-by-child-protective-services-as-victims-of-maltreatment-by-maltreatment-type?loc=1&amp;loct=1#2\/27\/false\/574\/3885,3886,3887,3888,3889,3890\/19241\" target=\"_blank\" rel=\"noreferrer noopener\">half of all kiddos<\/a> taken into care here. This was taught as part of the licensing process as a way to understand that not every child we may care for might have a horrific experience of abuse in their past. However, the trainers seemed to miss the larger implications here.\u00a0<\/p>\n\n\n\n<p><a href=\"https:\/\/www.16thcircuit.org\/child-abuse-and-neglect#:~:text=to%20be%20abuse.-,Missouri%20law%2C%20at%20210.110.,the%20child's%20well%2Dbeing.%E2%80%9D\" target=\"_blank\" rel=\"noreferrer noopener\">Missouri law<\/a> defines neglect as \u201cfailure to provide, by those responsible for the care, custody, and control of the child, the proper or necessary support, education as required by law, nutrition or medical, surgical, or any other care necessary for the child&#8217;s well-being.\u201d Neglect is not always an intentional choice- and state law doesn\u2019t require that parents have to be shown to intentionally withhold education, nutrition, or medical care- only that it wasn\u2019t provided. In 2021, Missouri had just over <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/6242-children-ages-birth-to-17-in-foster-care?loc=1&amp;loct=2#detailed\/2\/2-53\/false\/2048,574,1729,37,871\/any\/12985,20455\" target=\"_blank\" rel=\"noreferrer noopener\">13,000 kids<\/a> in foster care. Over <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/8822-children-in-foster-care-with-more-than-two-placements?loc=1&amp;loct=2#detailed\/2\/2-53\/false\/2048,574,1729,37,871\/any\/17680,17681\" target=\"_blank\" rel=\"noreferrer noopener\">5,000 of those kids will have two<\/a> or more placements, which is a lot of disruption and turmoil in a child\u2019s life.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><img fetchpriority=\"high\" decoding=\"async\" width=\"624\" height=\"333\" src=\"https:\/\/lh3.googleusercontent.com\/y1i_bdBFzSF03-erbMq2KyB7SvyRBBazyEAwm9YMeleUQAV3Wxkj7n-32F1iUgYi7Cu97uG8hA7gkYwgdVmvDjbiRgk9I6l8oxG1-dCCBDl4fPB4pGlBverzXH9OrWPosDlWeft6BwRk17rapfkahhk\"><\/p>\n\n\n\n<p>The primary goal of foster care is to provide safe care for children <a href=\"https:\/\/dss.mo.gov\/cd\/foster-care\/#:~:text=The%20goal%20of%20the%20child,also%20known%20as%20foster%20care.\" target=\"_blank\" rel=\"noreferrer noopener\">while their families attain stability<\/a>. That can happen in the home with significant services, and sometimes it happens while the children are in an alternative placement (like a foster home, group home, or kinship care). There is significant stigma that exists in the foster care system, especially for community members who may be unfamiliar with it. Children in foster care are viewed as \u2018problem\u2019 children, especially when the trauma they\u2019re experiencing manifests as maladaptive behaviors. Foster parents are viewed either as self sacrificing saints, or as leeches only fostering \u2018for the money,\u2019 which is laughable. Parents who have experienced that separation face the hardest stigma of all- they can be seen as child abusers and monsters. However, as we look at the financial reality that many low-income households face, intervention from Children\u2019s Division for neglect is a very common experience.&nbsp;<\/p>\n\n\n\n<p>There are many factors of poverty that can fall under the definition of neglect, though they have nothing at all to do with fitness or safety of a parent. In 2022, 225,000 kids experienced poverty in <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/43-children-in-poverty?loc=1&amp;loct=2#detailed\/2\/27\/false\/1095,2048,1729,37,871\/any\/321,322\" target=\"_blank\" rel=\"noreferrer noopener\">Misuri<\/a>. Food insecurity is a common experience for low-income families in our state. Between <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/11131-households-with-children-where-children-were-not-eating-enough-because-food-was-unaffordable?loc=1&amp;loct=2#detailed\/2\/27\/false\/2484,2480,2476,2472,2465,2458,2463,2448,2418,2112\/any\/21494\" target=\"_blank\" rel=\"noreferrer noopener\">16-34% of families<\/a> with children reported they weren\u2019t able to eat enough because food was too expensive. <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/7244-children-living-in-households-with-a-high-housing-cost-burden?loc=1&amp;loct=2#detailed\/2\/27\/false\/2048,1729,37,871\/any\/14287,14288\" target=\"_blank\" rel=\"noreferrer noopener\">Twenty-two percent<\/a> of Missouri\u2019s children live in housing with a <a href=\"https:\/\/mcdc.missouri.edu\/news\/housing-cost-burdened-households-across-missouri\/#:~:text=Approximately%2030%25%20of%20all%20Missouri,payment%20are%20similarly%20cost%20burdened.\" target=\"_blank\" rel=\"noreferrer noopener\">high cost burden<\/a> (their household pays over 30% of their income towards housing), and those households are at high risk of eviction or housing interruption. Parents who work in low wage jobs may have to forgo a <a href=\"https:\/\/www.commonwealthfund.org\/publications\/podcast\/2019\/apr\/its-harder-people-living-poverty-get-health-care\" target=\"_blank\" rel=\"noreferrer noopener\">day&#8217;s pay<\/a> or find different transportation to take their child to regular medical appointments. It is no wonder, families below the poverty line are <a href=\"https:\/\/www.americanbar.org\/products\/inv\/book\/235554209\/\" target=\"_blank\" rel=\"noreferrer noopener\">22 times<\/a> as likely to interact with the Child Welfare system. Some estimates say that up to <a href=\"https:\/\/www.unitedfamilyadvocates.org\/family-poverty-is-not-neglect\" target=\"_blank\" rel=\"noreferrer noopener\">30% of the kids<\/a> in foster care nationally could return home if their family was simply able to access adequate and safe housing. Black households are disproportionately overrepresented among <a href=\"https:\/\/www.aecf.org\/blog\/us-foster-care-population-by-race-and-ethnicity\" target=\"_blank\" rel=\"noreferrer noopener\">children in foster care<\/a> and in <a href=\"https:\/\/www.statista.com\/statistics\/200476\/us-poverty-rate-by-ethnic-group\/\" target=\"_blank\" rel=\"noreferrer noopener\">poverty rates<\/a>, a double whammy that is crushing for many.&nbsp;<\/p>\n\n\n\n<p>The transition back home is long and difficult for families who experience separation. Nationally, kids spend an average of <a href=\"https:\/\/www.acf.hhs.gov\/cb\/report\/afcars-report-29\" target=\"_blank\" rel=\"noreferrer noopener\">22 months in foster care<\/a> once they are placed there. Separation from their family increases the child\u2019s Adverse Childhood Experience score. Higher <a href=\"https:\/\/www.childwelfare.gov\/topics\/preventing\/overview\/framework\/aces\/#:~:text=Children%20thrive%20in%20environments%20where,can%20have%20a%20lasting%20impact.\" target=\"_blank\" rel=\"noreferrer noopener\">ACE scores<\/a> in children have been shown to lead to poor health and mental health outcomes, increased substance use, and otherwise risky behavior. Seventeen percent of children who age out of foster care in Missouri have experienced <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/10857-youth-transitioning-out-of-foster-care-experienced-homelessness-in-the-past-two-years?loc=1&amp;loct=2#detailed\/2\/27\/false\/1698,1697\/6259,6260,6261,6262\/21107,21108\" target=\"_blank\" rel=\"noreferrer noopener\">desamparo<\/a> in the past 2 years, only <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/10861-youth-transitioning-out-of-foster-care-highest-level-of-educational-attainment?loc=1&amp;loct=2#detailed\/2\/27\/false\/1698,1697,1690\/6287,6288,6289,5975,6290,6291,6292,6261,6262\/21117,21118\" target=\"_blank\" rel=\"noreferrer noopener\">68% have a high school<\/a> diploma or GED by age 19, only <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/10863-youth-transitioning-out-of-foster-care-currently-employed-part-or-full-time?loc=1&amp;loct=2#detailed\/2\/27\/false\/1698,1697,1690\/6259,6260,6293\/21119,21120\" target=\"_blank\" rel=\"noreferrer noopener\">44% are working,<\/a> y <a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/10866-youth-transitioning-out-of-foster-care-had-a-child-by-age-17?loc=1&amp;loct=2#detailed\/2\/27\/false\/1690\/6259,6260,6261,6262\/21125,21126\" target=\"_blank\" rel=\"noreferrer noopener\">5% have a child<\/a> before they turn 17. While foster care is sometimes necessary and life saving, it is important to recognize it can also be a form of violence to children who have grown up in poverty. <strong>We should be very serious about supporting families with kids who are struggling to make ends meet, instead of quickly jumping to place children.&nbsp;<\/strong><\/p>\n\n\n\n<p>Empower Missouri is just beginning to dive into the complicated child welfare system to see how we can best advocate for families and children experiencing poverty.
